Quality control review and on site inspections__oversight of field applications pertaining to thermal envelope preparation including: air sealing, insulation and window installations, vapor retarders, drainage plains, exterior coverings and air barriers.  If not installed correctly these items compromise all energy efficient applications and operational results. They skew energy modeling predictions.
